The Non-cooperation Movement of was withdrawn because of the Chauri - Chaura incident in which 22 policemen were killed by a violent mob. 

i. The action of suspending or calling off the Movement was severely criticised by many leaders like Moti Lal Nehru and Lala Lajpat Rai.

ii. It also demoralised many congress workers.

iii. Many leaders of the congress wanted to continue the policy of Non-co-operation so in 1923, CR Das and Moti Lal Nehru resigned from the Congress and formed the Swaraj Party.
