Give six factors responsible for the legislatures becoming mere talking shops in the developing countries. 


The factors:

i. Less effective Legislature - In most of the states, the legislatures have virtually suffered a loss of prestige and role due to the rise of power executives. 

ii. Law making role got eclipse - It has got eclipsed due to the rise of the system of delegated legislation under which the executive makes rules on the basis of powers delegated to it by the legislature.

iii. Control over finances- The ability of the legislature to maintain a tight control over the national finances has also got reduced. 

iv. Type of government - In a presidential form, the executive is often successful in creating a situation in which the legislature find it essential to grant the demanded finances' to the executive. 

v. Ability to control - In a parliamentary system, the executive being a body of the top leaders of the majority party in the legislature is always successful in limiting the controlling powers of the legislature. 

vi. Failure to take effective steps - The legislature continues to discuss and criticise the policies of the executive but very often fails to take effective steps because of the existence of a committed majority support for the executive.
